Summary

The Congressional Research Service’s plain-language summary of what the law does.

Appropriates additional funds for the food stamp program for fiscal year 1980. Directs the Department of Agriculture to study and report to Congress by January 15, 1981 on the impact and advisability of including in income for eligibility purposes deferred-payment educational loans, grants, fellowships, scholarships, specified veteran's educational benefits, and all housing subsidies.

Requires the Secretary of Agriculture to make a determination on the need to direct State agencies to reduce the value of allotments to be issued to certified households so as not to exceed that appropriations' ceiling of $9,191,000,000 for fiscal year 1980.

Data notes

The House’s recorded vote on the final version of the law (roll call 889 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
