Summary
The Congressional Research Service’s plain-language summary of what the law does.
Directs the Secretary of the Interior to convey property comprising the assets of the Missouri River Basin Project, Middle Loup Division, Nebraska, to the Loup Basin Reclamation District, the Sargent River Irrigation District, and the Farwell Irrigation District, Nebraska (the Districts) in exchange for specified payments from the Districts and the power customers. Treats a specified amount of receipts from the sale of power from the Pick-Sloan Missouri Basin Program (Eastern Division) collected by the Western Area Power Administration and deposited into the Reclamation fund in FY 2001 as full and complete payment by the power customers of such consideration and repayment by them of all aid to irrigation associated with the facilities to be conveyed under this Act.
Prohibits, upon such payment by the Districts, the Middle Loup Division of the Missouri River Basin Project from being treated as a Federal reclamation project, from being subject to Federal reclamation laws, or from being entitled to receive any reclamation benefits under those laws.
