Summary

The Congressional Research Service’s plain-language summary of what the law does.

Directs the Administrator of the U.S. Fire Administration to review existing response information used by emergency response personnel at the State and local levels to evaluate its accuracy, consistency, and clarity. Specifies that such information should clearly communicate to such personnel the probable hazards in an emergency situation involving hazardous materials and the appropriate response to such hazards.

Directs the Administrator to establish a working group to develop and disseminate hazardous materials identification, response, and incident data. Requires such working group to submit a report to the Administrator, along with recommendations to ensure that response information disseminated to emergency response personnel is appropriate for operational personnel at the local level.

Requires the working group to meet at least once a year to review and recommend changes to the report.

Data notes

The House’s recorded vote on the final version of the law (roll call 457 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
