Summary

The Congressional Research Service’s plain-language summary of what the law does.

(Measure passed House, amended, roll call #11 (387-0))

Expresses the sense of the Congress that the President should instruct the U.S. delegation to the February 1982 meeting of the United Nations Commission on Human Rights to tell the Commission that the Soviet Union should stop harassing Soviet Jews and should allow its citizens to practice their religion and to emigrate. Urges the Soviet Union to comply with its human rights obligations. Urges the President to: (1) express, to the Soviet Union, U.S. opposition to harassment of Soviet citizens and to restrictions on emigration; and (2) reiterate that the United States will consider the extent to which other nations honor their commitments under international law when evaluating its relations with such nations.

Data notes

The House’s recorded vote on the final version of the law (roll call 363 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
