Amends the Agricultural Act of 1954 to authorize the Secretary of Agriculture to provide orientation and language training to families of officers and employees of the Department of Agriculture in anticipation of an assignment abroad of such officers and employees or while abroad.

Authorizes to be appropriated not to exceed $50,000 annually to carry out this Act.
