Data notes
The final version of the law, as each chamber passed it. Where the record has a member-by-member vote, the “Who voted for it” section shows who voted yea.
Summary
The Congressional Research Service’s plain-language summary of what the law does.
(Measure passed House, amended, roll call #761 (252-162))
Directs the National Commission on the observance of International Women's Year to organize and convene a National Women's Conference.
States that the Conference shall: (1) recognize the contributions of women to the development of our country; (2) assess the progress that has been made to date by both the private and public sectors in promoting equality between men and women in all aspects of life in the United States; (3) assess the role of women in economic, social, cultural, and political development; (4) assess the participation of women in efforts aimed at the development of friendly relations and cooperation among nations and to the strengthening of world peace; and (5) identify the barriers that prevent women from participating fully and equally in all aspects of national life, and develop recommendations for means by which such barriers can be removed.
Sets forth the powers of the Commission. Requires regional meetings in preparation for the conference to be held in every State.
Directs the Commission to prepare and submit to the President and to each House of Congress a report containing a detailed statement of its findings and recommendations.
Authorizes appropriations of up to $5,000,000 to carry out the provisions of this Act.

Data notes
The House’s recorded vote on the final version of the law (roll call 568 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
Committees
The committees the bill was sent to, and what each did with it.
Data notes
A committee links to its page only where it exists in the current Congress; older and renamed committees are named without a link.
