Summary

The Congressional Research Service’s plain-language summary of what the law does.

Revises the Freedom of Information Act by requiring each Government agency to make available for public inspection and copying current indexes providing identifying information for the public as to any matter issued, adopted, or promulgated after July 4, 1967, and required by this Act to be made available and published.

Provides that each agency, upon any request for records which describes such records and is made in accordance with the procedural rules, shall make the records promptly available to any person.

Requires each agency to promulgate a uniform schedule of fees limited to reasonable standard charges for document search and duplication. Sets forth procedures for judicial review when documents or records are withheld.

Requires each agency to submit an annual report to the Speaker of the House of Representatives and the President of the Senate detailing statistics relating to requests for records.

Data notes

The House’s recorded vote on the final version of the law (roll call 959 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. 1 yea vote was cast by members of neither major party and is highlighted on the compass but not listed. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
