Summary

The Congressional Research Service’s plain-language summary of what the law does.

Authorizes the Secretary of Agriculture until July 1, 1975, to expend funds available for the encouragement of exportation and domestic consumption of agricultural products to maintain the level of assistance required by domestic food assistance programs, including supplemental feeding programs, disaster relief, and summer camps for children.

Allows the Secretary to use the funds of the Commodity Credit Corporation for such purposes, if the stocks of that Corporation are not available. Provides funding for carrying out such purposes.

Authorizes the Secretary to purchase seafood commodities and their products. Authorizes, under the Food Stamp Act, the Secretary to pay each State agency 50 percent of costs in administering the Food Stamp Program. Grants the Secretary power to request reports by States on the effectiveness of the administration of the Food Stamp Program.

Establishes, under the Child Nutrition Act, a five-cent minimum rate of reimbursement for each half-pint of milk served in the special milk program, such rate to be adjusted annually.

Data notes

The House’s recorded vote on the final version of the law (roll call 787 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
