Summary

The Congressional Research Service’s plain-language summary of what the law does.

Amends the Deficit Reduction Act of 2005 to: (1) advance from FY2007 to FY2006 the fiscal year for which funds are appropriated for the Low-Income Home Energy Assistance Program (LIHEAP); (2) increase from $250 million (for FY2007) to $500 million for FY2006 the funding for LIHEAP allotments to states, insular areas, and Indian tribes, and for energy crisis intervention; (3) reduce from $750 million (for FY2007) to $500 million for FY2006 the funding for the allotment of emergency funds; and (4) repeal the limitation on such funds as a one-time only obligation and expenditure.

Bars use of the funds for certain state planning and administration purposes.

Accelerates the termination of such appropriation and related allocations and conditions from September 30, 2007, to September 30, 2006.

Data notes

The House’s recorded vote on the final version of the law (roll call 734 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
