Summary

The Congressional Research Service’s plain-language summary of what the law does.

Requires the Department of State to raise the matter of Zachary Baumel (a U.S. citizen), Yehuda Katz, and Zvi Feldman with the appropriate government officials of Syria, Lebanon, the Palestinian Authority, and with other governments in the region and elsewhere which in the Department's view may be helpful in locating and securing the return of these soldiers.

Urges the President, in deciding on U.S. assistance to any government or authority which the Secretary of State believes has information concerning the whereabouts of such soldiers, and in formulating U.S. policy towards these governments and authorities, to take into consideration their willingness to assist in locating and securing the return of such soldiers.

Requires the Department to report to specified congressional committees on: (1) its consultations with the appropriate governments and any affected U.S. policies; and (2) any additional credible information relating to such individuals.

Data notes

The House’s recorded vote on the final version of the law (roll call 539 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
