Summary

The Congressional Research Service’s plain-language summary of what the law does.

Gives the consent of the Congress to certain additional powers conferred on the Bi-State Development Agency of the Compact Between Missouri and Illinois. (Such powers are enforcement authority for the Agency, which operates the mass transit system in the St. Louis, Missouri, metropolitan area, to enact rules and regulations governing fare evasion and other conduct, and to appoint or employ a security force.) Makes such powers take effect on January 1, 1995.

Applies to such additional powers the Joint Resolution of August 31, 1950, which consented to the compact establishing the Agency, as if they were conferred under such compact.

Reserves the right to: (1) amend this joint resolution; and (2) require Agency disclosure and furnishing of appropriate information or data.

Data notes

The House’s recorded vote on the final version of the law (roll call 923 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
