Directs the Secretary of the Interior to engage in expedited six-month negotiations with the Kenai Natives Association, Incorporated, and Cook Inlet Region, Incorporated for certain land exchange and acquisition settlements, including lands along the Kenai and Moose Rivers.
Requires the agreements to: (1) consider third party independent land value appraisals, which shall include consideration of such lands' wildlife and recreational values; and (2) not include the value of any land retained by the corporations.
Requires the Secretary to submit to the Congress, within 60 days of the negotiation period's termination, legislation approving the agreements, or a report explaining why such agreements could not be reached.
