Summary

The Congressional Research Service’s plain-language summary of what the law does.

Environmental Programs Assistance Act of 1984 - Authorizes the Administrator of the Environmental Protection Agency to make grants to, or enter into cooperative agreements with, private nonprofit organizations designated by the Secretary of Labor under specified provisions of the Older Americans Act of 1965 to utilize the talents of older Americans in programs authorized by the Administrator in providing technical assistance to Federal, State, and local environmental agencies for projects of pollution prevention, abatement, and control. Provides that funding for such grants or agreements may be made available from such programs or through specified provisions of the Older Americans Act of 1965 or the Job Training Partnership Act.

Requires the applicable Federal, State, or local environmental agency, prior to the award of any such grant or agreement, to certify to the Administrator that such grant or agreement would neither take the job of any agency employee nor impair any existing contract for services. Provides that such authorized grants or agreements will be subject to prior appropriations Acts.
