Authorizes the Administrator of Veterans' Affairs independently to adjust the rate of interest on guaranteed loans after consultation with the Secretary of Housing and Urban Development.
Requires the Administrator, to the maximum extent practicable, to carry out a coordinated policy with the Secretary regarding interest rates on such loans.
