The final version of the law, as each chamber passed it. Summary

The Congressional Research Service’s plain-language summary of what the law does.

Project Safe Neighborhoods Grant Program Authorization Act of 2018

(Sec. 3) This bill authorizes the Project Safe Neighborhoods Block Grant Program within the Department of Justice.

(Sec. 4) The purpose of the grant program is to foster and improve partnerships to create safer neighborhoods through sustained reductions in crimes by (1) developing and executing comprehensive strategic plans, (2) developing evidence-based intervention and prevention initiatives, and (3) collecting data on outcomes.

(Sec. 5) Grant funds must be locally controlled, to the greatest extent practicable.

Of amounts made available for grants, 30% must go to gang task forces in regions experiencing a significant or increased presence of criminal or transnational organizations engaging in high levels of violent crime, firearm offenses, human trafficking, and drug trafficking.

Data notes

The House’s recorded vote on the final version of the law (roll call 946 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.
