Summary

The Congressional Research Service’s plain-language summary of what the law does.

Copyright Cleanup, Clarification, and Corrections Act of 2010 - Eliminates the requirement that the Register of Copyrights maintain a directory of agents available to the public for inspection in both electronic and hard copy formats. (Maintains only the requirement that the directory be available through the Internet.)

Authorizes a sworn or official certification to be electronically submitted to the Copyright Office.

Repeals provisions providing that, prior to July 1, 1986, the importation into or public distribution in the United States of copies of a protected work consisting preponderantly of nondramatic literary material that is in the English language is prohibited unless the portions consisting of such material have been manufactured in the United States or Canada, subject to specified conditions and exceptions.

Provides that the distribution of a phonorecord prior to 1978 shall not constitute a publication of the musical, dramatic, or literary work embodied therein. (Current law refers only to musical works.)

Subjects all regulations issued by the Copyright Royalty Judges to Librarian of Congress approval and judicial review. (Under current law all regulations issued by the Copyright Royalty Judges are subject to the approval of the Librarian of Congress, but not to judicial review.)

Data notes

The House’s recorded vote on the final version of the law (roll call 1549 in Voteview), matched to the vote the record cites and checked against its totals. Positions are each member’s DW-NOMINATE score for that Congress, as on the Ideology page; left to right is more liberal to more conservative. Paired and announced yea votes count as yea. Lists follow the compass, most liberal first. A name links to a profile only for members of the current Congress. A law passed by voice vote or unanimous consent has no member list, and neither does a vote Voteview has not yet recorded.

Related bills

The record lists no related bills.

Data notes

Related bills are identified by the Congressional Research Service, the House and the Senate: companion and identical bills, bills with similar text, bills that were folded into this law, and rules that brought it to the floor. Data notes

Every action the Library of Congress lists for the bill, from introduction to signing, plus the dated committee hearings. The source lists many steps twice (the chamber’s own entry and the Library of Congress copy, or a presidential and a became-law entry with the same words); those are shown once. Amendments are listed in their own section.
