Veterans' Compensation Cost-of-Living Adjustments Act of 1987 - Title I: Compensation Rate Increases - Increases the rates (due to a 4.2 percent cost-of-living adjustment) of veterans' disability compensation, additional compensation for dependents, and the clothing allowance for certain disabled veterans. Increases (by the same 4.2 percent COLA) the rates of dependency and indemnity compensation for surviving spouses and children of veterans who have died as a result of service-connected disabilities, as well as the rates of supplemental dependency and indemnity compensation for certain surviving children.

Title II: Veterans' Employment Training Extensions - Amends the Veterans' Job Training Act to extend through June 30, 1988, the deadline for veterans to apply for training under such Act.

Increases from 2,500 to 3,500 the maximum number of vocational training evaluations which, during the 12-month period beginning February 1 of each year, the Veterans Administration may provide to veterans under age 50 who receive new awards of non-service-connected disability pensions.
